I have received a copy of a document titled "Return of Active Military Members Guidelines for Five Days of Administrative Leave Allowance" from the Spokane District of the USPS. Chris Santos, President Idaho State APWU 1. Who is eligible for the 5 days of Administrative Leave? Only career employees who performed qualifying military service, which is serving on active military duty for a period of more than 30 days under official orders issued pursuant to Title 10 of the United States Code that States the Reservist or Guardsman is activated for Operation Noble Eagle, Operation Enduring Freedom, Operation Iraqi Freedom, or any other military operations subsequently established under Executive Order 13223, are eligible for the 5 days of Administrate Leave. 2. What documentation must be provided to determine eligibility? To be eligible an employee must provide a copy of his or her military orders that specifically identifies the active duty was for Operation Noble Eagle, Operation Enduring Freedom, Operation Iraqi Freedom, or any other military operations subsequently established unde Executive Order 13223 and Title 10 of the United States Code. The required documentation must be provided to the employee's manager. 3. When can an eligible employee use the 5 days? Those who have already returned from active military duty: Eligible employees who have already returned from active military duty have the following options: Request that 5 consecutive days of leave without pay (LWOP) used following the end of the qualifying military service be retroactively changed to paid administrative leave (Please note: Paid leave for the last scheduled hour before or the first scheduled hours after a holiday or designated holiday, for an employee on extended LWOP, is not approved for the purpose of qualifying the employee for holiday pay - ELM 434.21) Submit PS Form 3971 to their supervisors requesting 5 days of administrative leave to be used within 1 year of December 2, 2003. Those who have not yet returned from active military duty: Eligible employees who have not yet returned from active military duty may submit PS Form 3917 to their supervisors requesting 5 days of administrative leave to be used within 1 year of the date their qualifying military service ends. All requests for administrative leave after return to duty are subject to standard leave approval procedures. 4. What is the definition of 5 days? Five consecutive work days or an amount equivalent to the employee's regularly scheduled work week. The administrable leave may not be taken intermittently. 5. What if an employee has multiple activation's? Employees can only received one award of 5 days administrative leave under this policy, regardless of the number of times the employee is activated for qualifying military duty. Local management will be responsible for tracking usage. 6. What Administrative Leave Code is used to record this absence? Code 79 in TACS and AdjustPay.
