SUBJECT: Minutes of Safety & Health Meeting - November 14, 2003

The meeting was called to order at 10:04 AM. The minutes were approved from the last meeting.

UNFINISHED BUSINESS

The APWU requested hazmat training for hand stamp employees at the August meeting so they can recognize a hazmat mailing and determine whether it is packaged properly for mail acceptance. Norb stated that employees do get hazmat training but that he would continue to look into it. The carriers received hazmat training for acceptance of parcels. The training was also meant for window clerks.

The committee reviewed the accident statistics report.

The committee reviewed the 1767’s. A portable eye wash will be put in at the VMF. A broken mirror will be taken down. Handicapped parking should be sufficient.

Norb put together a list of employees, injuries, dates and their duties to see if there was a pattern for repetitive motion. It was determined that the committee did not have enough information to offer any suggestions.

APWU

Norb provided the Log 300’s. The committee reviewed them. John brought up that hearing loss will be required to be entered in the near future.

The Safety Talk Log for Maintenance will be sent to Norb by Rob Thelen.

The forklifts are going down the aisle past the break room towards the locker room and are not supposed to. Norb will talk to Tim Johnson about this.

Rob called Yale to see if it was within OSHA regulations to add on to the safety catch for the hooks to the battery hoist. Yale said it was alright to weld on an extension to the safety catch but some employees feel that with the extension it is too easy to knock off the catches. Norb will look into this.

Norb will check the JSA on APC’s to see how many can be pulled at one time safely by hand.

John stated that welding tanks should be 20 feet away from the flammable cabinet. They are 15 feet away now. Rob will look into this. Also, when not in use, they should be stored differently than they are now. Norb stated that he didn’t know how we could do this as it may happen 100 times before a tank is used up.

The follow up to the last Safety Inspection was delayed due to computer problems and the change in Maintenance Managers. This caused delays in abatement as well. Rob has a list of what is done and what is not done. He will get the info to Norb and Norb will send an updated list to the committee members.

The asbestos tiles in the swing room and the BMEU are on a 5 year repair schedule for total replacement. Norb stated that in the meantime epoxy can be applied to the tiles under the candy machine that are in need of repair. Rob stated that the tiles in the file room were not on the bid for replacement but that they seldom get disturbed and epoxy could be applied there as well.

NALC

Steve Langenberg suggested that dismount delivery on S. Monroe is dangerous and should be changed to curbside delivery. The committee discussed this and determined that it may be a Labor/Management Issue because the Station Manager and the Village of Allouez should discuss the grandfather clause and the unsafe conditions. Norb stated that if need be he would take a look at the situation. It was suggested that the Station Manager could contact the Village to see if they could get the speed monitored in that area.

Flu shots are not being offered because of the cost but a list of places to obtain shots are posted. Terry will get Steve another list to post at Cofrin Station.

The GMF parking lot is swept yearly in the spring.

Due to the construction of the new security system, stop bumps were installed on the south side of the building. The stop bumps are not painted so are hard to detect in the evening. Sam stated that more blacktop could be added before and after the stop bumps to make them speed bumps and reflective yellow paint could be applied to make them stand out better. If done, this will not happen until after the gates are installed.

RURAL CARRIERS

There is a wire hanging over RRT case 50 and should be looked at. Rob said he will check into this after the meeting.

MANAGEMENT ISSUES

Sam stated that Plant and Customer Service made our OSHA goals for this year and congratulated the members and the employees for working safer and becoming more aware of Safety and Health.

The next meeting is scheduled for Friday, February 6, 2003 at 10:00 AM.

The meeting was adjourned at 11:35 AM.

***Note: John asked whether management would consider offering hearing test for all employees in the Green Bay facility since hearing loss will be an issue with the new OSHA 300 Logs. We never received an answer one way or another.
