There were 290 ballots sent out. 218(75%) ballots were returned. Two ballots were returned without return address labels. They were deemed invalid and not counted. Two ballots were returned without ballot envelopes. They were deemed valid as their secrecy was not compromised, and they were counted. One ballot had 3 votes for the ABA and National Convention. These votes were invalid and not counted. The votes for the State Convention were deemed valid and were counted.

THAT AMOUNTS TO OVER $1700.00 PER YEAR PLUS DUES. ALMOST 5000 APWU MEMBERS BELONGING TO THE GEHA HIGH OPTION PLAN WILL BE PAYING OVER $38.00 MORE PER PAY PERIOD IF THEY CONTINUE THEIR ENROLLMENT WITH GEHA AND NOT SWITCH TO THE APWU PLAN. THAT AMOUNTS TO OVER $1000.00 MORE PER YEAR.

| Penalty Overtime Exclusion Period Set | ||

There are four consecutive service weeks each year during which penalty overtime regulations are not applicable. This four‑week period is referenced in Article 8 (Sections 4 and 5) of the National Agreement. This year, the time period during which penalty overtime regulations are not applicable begins with Pay Period 26‑2003, week 2 (Dec. 6, 2003), and ends with Pay Period 02‑2004, week 1 (Jan. 2, 2004)
